Not really.
For Legalization:
3/83: 24%
4/86: 18%
4/96: 24%
3/99: 29%
10/02: 34%
Against Legalization:
3/83: 73%
4/86: 78%
4/96: 72%
3/99: 69%
10/02: 59%

Overall, sup****t increased 42% but opposition only decreased by 19%
which clearly shows an increase in pot smokers but NOT a significant
decrease in opposition.
Also:
Since 1973, 12 state legislatures -- Alaska, California, Colorado,
Maine, Minnesota, Mississippi, Nebraska, Nevada, New York, North
Carolina, Ohio and Oregon -- have enacted versions of marijuana
decriminalization.

You seem to equate "traction" with telephone polling results. They
aren't the same thing by any stretch.

Actually what you need is another dozen states to try out
decriminalization, demonstrate it successfully, then referencing that
make a push for legalization.
That's about 10 years.
Or, wait for a bunch of old people to die off.
That's about 20 years.
