A conditional caution can only be given if there is sufficient
evidence to prosecute (and this has to be decided by a prosecutor -
not a police officer). Also, the victim (cannabis use is not a
victimless crime - at least, it isn't when the smoker is arrested),
has to admit to the offence.
I suspect that most police officers are not going to take the time to
follow through with this if they catch someone with a small amount of
cannabis.
